Minutes of the meeting of High Littleton Parish Council held on Tuesday 11 February 2025 7 pm.
Councillors present
K Fuglesang, S Gould, P Ghillyer, R Lane, A Godwin, C Lindley and Ward Cllr A Morgan (arrived 7.30pm).
Opportunity for the members of the public to speak (the public are asked to limit their address to 5 minutes with maximum time allowed 20 minutes). Please note that the Parish Council cannot make a decision on any item which is not on the agenda, but items may be put forward for a future agenda.
The Council heard
i) From two residents with concerns about the developments on the White Cross/Book Barn site including lighting and a new entrance.
The Council agreed to query the new entrance with B&NES planning, and Clerk has provided a link to report lighting pollution to B&NES.
ii)A report from Beat Officer
The Council noted the report and commented that it would be good to see police working with schools more frequently.

2502.11 To receive any updates on district matters from Ward Cllr Ann Morgan
Ward Cllr Morgan reported that she met with Kevin Guy from B&NES to view Rosewell and consider the issues, and she will continue to lobby B&NES Councillors on this issue. The Council asked Ward Cllr Morgan to liaise with B&NES on the level of local policing.

The Council noted the recent OFSTED rating for the Primary School as outstanding in all areas.

R Lane to liaise with Church Wardens re grass cutting arrangements for 2025.

- Greyfield Wood
P Ghillyer reported that he has met with the new manager. The Woodland Trust feel that the wood is so busy now that visitors are scaring wildlife, and the plan is to screen off some areas. The last of the ash die back trees will be removed.
- Environmental Group
R Lane reported that the AGM takes place on 28 February and the Nature Action Plan will be discussed.
- Parish sweeping – [TO RESOLVE] to consider and approve areas to be swept in March

- Highway/footpath Issues
The Council reviewed and updated the Highways Sheet. Clerk to add chopped off streetlight on Hallatrow HIll to the sheet and to chase up the repair with B&NES.

- Neighbourhood Plan
S Gould reported that the plan has been passed by the Independant Examiner and will now go forward to a referendum. The plan is on the website and a link to it will be posted on facebook for residents to view.
- Streetlighting

- Rosewell Home
See 2502.11 and the Council noted a report of tree felling behind Rosewell, which was assessed by P Ghillyer who established that the felling was not taking place on the Rosewell Estate. The land is privately owned and none of the trees on the property have Tree Protection Orders on them. The Parish Council is therefore unable to object to this activity

The Council noted 2 vacancies which will be filled via co-option as there has not been a request for an election by residents.

Resolved that S Gould liaise with resident relaying information from B&NES that a white keep clear marking can be applied to the road at a cost of £259 to resident.
B) {TO RESOLVE] to consider and decide any action re resident concerns re shed installation on land which was previously the garden of Bijou Cottage
Resolved to monitor for any actions which breach planning policy.
C) {TO RESOLVE] to consider and decide any action re resident concerns re speeding on Wells Road, Hallatrow and faulty drain cover
Resolved to request a mobile speed check for this location to be added to the rota.
