Minutes of the Meeting of High Littleton Parish Council held on Tuesday 8 July  2025 7 pm.

Erection of 1no. 3bed residential dwellinghouse

Resolved to comment – High Littleton Parish Council object to the planning application due to the lack of detail.  The hand drawn plans have no dimensions.  The design statement states materials will match existing terrace but does not specify the materials and that the house will be built ‘about’ 1 metre from the existing terrace.  The access track to the proposed property is in extremely poor condition, which will be particularly unsatisfactory in winter, repair/resurfacing needs to be considered in the planning application.

2507.11 To receive any updates on district matters from Ward Cllr Ann Morgan

Ward Cllr Morgan reported (via email) that youths broke into Rosewell at the weekend and she is liaising with the potential new owners to make the site secure, work being done on the garden on the Drung is being monitored and a meeting with Traffic Management re the parking on the bend by the Laurels garage has been requested.

The Council noted the new outdoor gym equipment has been installed.

  • Police and Neighbourhood Watch

No news/updates.

  • Defibrillator/Bleed Kits              

The Council noted the new bleed kits are in place on each defibrillator and at the woods car park.                  

  • School Governors

A Godwin reported that reception will be  full in September, the school was recently judged to be outstanding by OFSTED, the school continues to offer all children a wide range of educational visits and sporting/artistic opportunities, a school Instagram account has been set up, and Progressive Kids (external company) are running a successful Breakfast Club from the church hall each weekday morning and they have also started running an after school club which allows parents to leave their children in the care of Progressive Kids until 6pm each weekday evening.

  • Grass and Cemetery

The Council noted that the cemetery is being well maintained by the contractor.

  • Charity of Mary Jones

The Council noted that the website manager has agreed to add a page for the Mary Jones charity – S Gould to draft the text.  A successful Starfest raised £395.20 for the charity and there will be collection boxes on the bar in the Star and at the Recreation Ground.

  • Parish Magazine

The Council noted the delivery of the July/Aug edition and agreed that delivery for the next edition could be made from the 5 September.

The Council noted a bleed kit is now in place in the car park.

  • Environmental Group

  • Parish sweeping – [TO RESOLVE] to consider and approve any areas to be swept

Resolved to approve – outside Emz and Newsagent on the High Street and Claremont Gardens.

  • Highway/footpath Issues – [TO RESOLVE] to consider and decide any action to take re vehicles parking on the A39 at the bend in the road near Laurels garage

The Council agreed to request advice from B&NES Highways.

P Ghillyer reported that one  light at Mearns is now completely enclosed by vegetation, and he will be contacting the streetlight team to enquire about decommissioning the 3 lights at Mearns and looking into a replacement light for the streetlight at the Laurels which it out.

  • Councillor vacancies

The Council noted interest registered from a resident who will be co-opted at the August meeting.

  • Hallatrow polling station – [TO RESOLVE] to consider and decide action to be taken re a polling station in Hallatrow

  • Village planters funded by Ward Councillor fund

The Council agreed to purchase two additional planters the same size as the previous ones to be placed outside the school and a request to be put on facebook for help to water them.  S Gould to purchase planters.

  • CIL Funds – [TO RESOLVE] to consider and decide 2025 CIL projects/expenditure

Resolved – 50 percent of outdoor gym equipment installed at the Recreation Ground less Ward Councillor Initiative funding (£912 – £650 = £262).

  • Investment of reserve funds

D Hunter reported that his is looking into a Business Account with Unity Bank which has a more favourable interest rate than the current Parish Council bank account and the Unity Bank is used by many Parish Councils.
