Minutes of the meeting of High Littleton Parish Council held on Tuesday 11 June 2024 7 pm.

Councillors present

C Lindley, M Whiting, S Gould, A Godwiin, R Lane and L Sheen.

Opportunity for the members of the public to speak (the public are asked to limit their address to 5 minutes with maximum time allowed 20 minutes). Please note that the Parish Council cannot make a decision on any item which is not on the agenda, but items may be put forward for a future agenda.

A member of the speed watch team attended the meeting with concerns re lack of speed limit signage on Hallatrow HIll and incorrect signage on Langford’s Lane.

The Council noted (re traffic speeds on Hallatrow Hill) that B&NES are due to relocate the VAS outside the school further down the road, by the cemetery and agreed to report the sign on Langford’s Lane to B&NES Council.

Resolved – the Council agreed that the 14 May 2024 minutes were a true and correct record of the meeting.

Removal of conditions 2 (Biodiversity Gain and Habitat Management Plans (Pre-commencement)) and 3 (Ecological and Biodiversity Net Gain Compliance Report (Pre-Occupation)) of application 23/00631/FUL (Erection of a detached dormer bungalow and garage).

Resolved that the Council have no objections to this application but feel that the developer should be encouraged to deliver habitat and species enhancements and provide bat/bird boxes or nectar-rich planting as part of the development.

[TO RESOLVE] Modification Order to amend the Definitive Map of Public Rights of Way in the Clutton and High Littleton area – application for a bridleway from Maynard Terrace to public footpath CL6/40.

Resolved that the Council support this modification as this route has been in use as a bridleway for many years.

Resolved to approve in principle, with maintenance requirements and costs to be confirmed with B&NES Council. The Council agreed to put a request for a PAT test for the units on the Facebook page.

i) The Council noted the internal audit complete with no issues.

ii) Resolved to approve the Annual Accounting Statement 2023/24.  The Parish Council agreed that the Chair should sign the statement.  

iii) Resolved to approve the exercise of public right for 17 June to 26 July 2024.

R Lane reported a quieter repair cafe this month, a meadow has been left to grow in the cemetery                    with new reptile mats and bat boxes.  There will be a Moth talk in the Church Hall on 28 June.

The Council agreed to request a visit from the mobile speed camera unit due to reports of speeding                       incidents.
