Minutes of the Meeting of High Littleton Parish Council held on Tuesday 10 February 2026 7 pm.

Councillors present

A Godwin, K Fuglesang, S Gould, M Whiting,  R Lane, C Lindley and P Ghillyer. 

Opportunity for the members of the public to speak (the public are asked to limit their address to 5 minutes with maximum time allowed 20 minutes). Please note that the Parish Council cannot make a decision on any item which is not on the agenda, but items may be put forward for a future agenda.

  1. Hallatrow residents attended with concerns regarding speeding through the village, lack of mph signage and the size of HGVs which use the road.

The Council noted these concerns and considered actions under item 2602.6.

  • A resident raised concerns about speeding on Harts Lane, and that the road markings have faded.

The Council noted concerns and advised that issues such as faded road marking can be raised via Bathnes Fixmystreet – FixMyStreet

  • A resident attended to view the meeting re becoming a Councillor via co-option.

2602.5 [TO RESOLVE] to review and approve process for the Parish Council to  issue orders, instructions or directions

The Council reviewed the process and resolved that all decisions must be made at a Parish Council meeting under an appropriate agenda item.

2602.6 [TO RESOLVE] To consider and decide measures that can be taken to reduce speeding in the parish

Resolved to raise with B&NES the possibility of 1) widening the pavement on Hallatrow Bridge and making it priority to traffic in one direction 2) data collection of speed of vehicles on Hallatrow Hill and New Road 3) follow up with B&NES on a replacement VAS outside the school 4) recommendation to Hallatrow residents to consider setting up a Speed Watch Group to monitor speeds for evidence towards measures which can be taken.

2602.7  [TO RESOLVE] to consider and approve renewal of streetlighting electricity contract

The Council noted that due to an error on contract end date Yu has refused the switch.  Resolved to authorise Valda to request takeover of the account at the end of the contract.

2602.8 [TO RESOLVE] to consider and decide refurbishment/renewal of Parish Council noticeboards

Resolved to request Arien Signs to remove the noticeboards to be assessed for refurbishment at an estimated cost (which will be reviewed on viewing of the boards) of £520  net.  The Council agreed that should cost of refurbishment escalate then the Council will purchase new boards from the Arien Signs £2585 net for two boards (£3102.00 gross) to include installation of new boards and removal of olds boards with a comparison like for like quote from another company for two oak boards at £5630 net.  To be funded from CIL.

2602.15 To receive any updates on district matters from Ward Cllr Ann Morgan

Ward Cllr Morgan reported (via email) that B&NES have advised that nothing can be done about enforcing the repair of the flapping scaffold cover on Church Farm as it has to be at a certain level before it’s classified as ‘noise’ and she is awaiting a response re the information which is displayed on the digital bus stops.

K Fuglesang reported that the Committee is considering refurbishment to the Pigeon Room and repairs to the roof.

P Ghillyer reported the new defibrillator is in place at the SPAR and codes have been added to the other two defibrillators.  CPR training is being considered for October.

R Lane reported he will be meeting with the PCC in February.  Clerk to forward 2026 grass cutting costs.

  1. Greyfield Wood

P Ghillyer reported that logging has finished and replanting begins on Friday.  New stone will be laid on the main track and the woods will reopen on 16 February.

The Council  noted an email from a resident regarding co-ordinating a group with Clutton Parish Council to liaise with the Woodland Trust – the Council considered this and decided that, as C Lindley and P Ghillyer have direct contact with the Woodland Trust Manager, this is not necessary.

  • Environmental Group

R Lane reported a successful Technology Amnesty.  The Council agreed that the Chromebook can be donated at the next amnesty.

  • Parish sweeping – [TO RESOLVE] to consider and approve any areas to be swept

The Council noted a great job done at Hallatrow at the weekend.  K Fuglesang to include in the News & Views article an explanation of what the Parish Council and B&NES do re street cleansing and how residents can help.

  • Highway/footpath Issues  

A Godwin raised concerns that the current streetlights do not sufficiently illuminate the pavements, particularly the bus stop outside the Church.

  • Transport/buses

P Ghillyer to draft response to the Dunkerton & Tunley Parish Council request for support/letter to WECA/ B&NES Council regarding: 

1. reintroduction of a revised 179 bus service 

2. extending the timetable of the new 768 westlink minibus

  • Streetlighting

P Ghillyer reported that all requested repairs have been completed.

A resident attended to view the meeting and expressed an interest in becoming a Councillor and will be co-opted at the March meeting.
