Permission in Principle for the erection of 3no dwellings to replace an existing agricultural building.
Resolved to comment = High Littleton Parish Council object to this application and support the concerns of residents and B&NES Highways. The site has a relevant planning history, and the recent decision relating to application 24/04751/PACOU and appeal APP/F0114/W/25/3364653 have been reviewed as part of this assessment. The highway authority concerns were described in some detail in response to that earlier application and also previous schemes that were submitted for the wider site. The local highway conditions have not changed since that time, and the general safety concerns that were raised remain the same.

Resolved to approve a precept request of £42 000. Clerk to submit.
2601.11 Review CIL Funds held and consider future projects
The Council considered – repairs to streetlamps, replacement VAS outside the school, New Road and the Station. And additional litter bins for the parish (sites identified – outside Emz and near the new parking bays in Hallatrow).
2601.12 To receive any updates on district matters from Ward Cllr Ann Morgan
Ward Cllr Morgan reported that residents have raised an issue with a leaking drain on Scumbrum which B&NES are dealing with. And discussions with the owners and B&NES for a resolution to the derelict Rosewell Home have fallen through.

Cllr Ghillyer reported that the new defibrillator will be installed at the SPAR.

Ward Cllr Morgan reported that she has applied to be a Governor.
- Grass and Cemetery – [TO RESOLVE] To consider and decide i) grass cutting specification and grass cutting quotes for 2026
Resolved that the specification remain as 2026 with 16 cuts/strims and that the 2025 contractor be retained.

- Greyfield Wood
The Council noted that B&NES Council intend to introduced a temporary path closure on public footpath CL6/40 at Greyfield Wood in Clutton, to allow The Woodland Trust to continue felling infected larch trees (Phytophthora Ramorum) in accordance with a Statutory Plant Health Notice served on them by the Foresty Commission; the closure will commence on 15th January 2026 and will be effective until 28th February 2026.

Cllr Lane reported the AGM will be held in February.

Resolved to approve the Grange in Hallatrow and surrounding areas. M Whiting and K Fuglesang to meet to draw up a regular rota for the sweeper.
- Highway/footpath Issues
The Council noted the incident today with a van hitting the bollard on the Batch and will be following up with B&NES Highways.
- Transport/buses
Ward Cllr Morgan reported that she is following up enquiries on who is responsible for the information boards on bus stops and how to report buses which do not arrive.

- Hallatrow polling station – [TO RESOLVE] to consider and decide action to be taken re a polling station in Hallatrow

- CIL Funds – [TO RESOLVE] to consider and decide 2026 CIL projects/expenditure
Resolved to approve works to streetlights on the Gug, Dainton House and on the footpath from the Legion hut to the Recreation Ground. As the number of residents have increased these paths have become more used and for safety the lights need to be working. No budget has been set for this maintenance and therefore these repairs will be funded from CIL.
