a) Applications to consult
[TO RESOLVE] 24/02290/FUL (revised) Hallatrow Business Park Wells Road Hallatrow
Erection of warehouse (Use Class B8) with associated hard/soft landscape works; drainage; and ecological enhancement area, together with stopping up of existing business park access to vehicular traffic; creation of new vehicular access for business park off the A39 with right turn lane and widening of the A39 to accommodate a new public foot/cycle path.
Resolved to comment – High Littleton Parish Council Supports the concerns of residents namely:
1) That the border between Hallatrow and White Cross will be compromised by allowing building outside the Hallatrow settlement boundary.
2) The additional noise pollution caused by vehicle movement on the site especially reversing and manoeuvring of goods vehicles; the likelihood of noise during anti social hours if no restraints are applied. The proposed move to 24/7 hour operation is a large concern. Residents have reported an intruder alarm chime/recorded message which on 3 occasions has started playing on a Saturday afternoon/evening and then not been deactivated by staff until Monday morning.
3) Excess traffic generated by additional workforce and longer hours of operation, and also the future garden centre traffic which will be using the new entrance. Currently the A39 is unsuitable for increased traffic with narrowing of the road causing several one lane areas, and the A37 through Temple Cloud is unsuitable for increased HGV use.
4) Light pollution causing a glow in the night sky affecting both residents and nocturnal wildlife. The Company have assessed that lighting shining into neighbouring homes is unacceptable but to date this has not been rectified.

2511.8 [TO RESOLVE] to consider and decide response to B&NES consultation on the draft Somer Valley Design Code Supplementary Planning Document (SPD) deadline 2 December
Resolved to comment that development sites that are being considered in the surrounding area (notably at Paulton, Timsbury and Farrington Gurney) would result in increased traffic flow through High Littleton / Hallatrow if taken forward. A detailed travel / traffic study is necessary to fully understand the impacts of development in the parish as part of any planning proposal.
2511.9 [TO RESOLVE] to consider and decide response to the Reset Local Plan Options document (public consultation Friday 3 October to Friday 14 November
Resolved to comment:
- Resolved to comment – The High Littleton Parish Council agree with the B&NES assessment that, due to the high landscape sensitivity around High Littleton, only limited options have been identified. However, there is potential for smaller-scale growth in Hallatrow, which may offer a more appropriate location for proportionate development, subject to further assessment.
- Two sites at Hallatrow could offer potential for development (1. Combe Lane and 2. land north of Fox Fields). However, these sites are a distance from local amenities (in High Littleton), are accessed close to a pinch point on the A39 and are currently Grade 1 agricultural land.
- Any development in the parish would need to address the policies of the High Littleton & Hallatrow Neighbourhood Plan.
- Larger development sites are being considered in the surrounding area (notably at Paulton, Timsbury and Farrington Gurney) that would result in increased traffic flow through High Littleton / Hallatrow if taken forward. A detailed travel / traffic study is necessary to fully understand the impacts of development in the parish as part of any planning proposal.
