Minutes of the meeting of High Littleton Parish Council held on Tuesday 14 January 2025 7 pm. 

Councillors present 

K Fuglesang, S Gould, P Ghillyer, R Lane, M Whiting, A Godwin, C Lindley and Ward Cllr A Morgan. 

Opportunity for the members of the public to speak (the public are asked to limit their address to 5 minutes with maximum time allowed 20 minutes). Please note that the Parish Council cannot make a decision on any item which is not on the agenda, but items may be put forward for a future agenda. 

The Council heard from residents:   

a) with concerns about the increase in lighting on the industrial estate at White Cross  

The Council agreed to write to B&NES Council re this issue.  

b) with concerns about the recent increase in development with planning applications at the industrial estate at White Cross  

The Council agreed to add this item to the February agenda for consideration

a) Applications to consult 

[TO RESOLVE] 24/04751/PACOU  Poultry Houses Langfords Lane High Littleton t Somerset 

Prior approval request for the change of use from an Agricultural Building to two no. unit apart hotels. 

Resolved to comment – High Littleton Parish Council object to this application until further information is received on how the site is planned to be used and how it relates to previous planning applications 22/03656/ADCOU, 22/03642/FUL and 24/03125/ADCOU.   

High Littleton Parish Council note a reduction in number of rooms from 5 family ‘style’ rooms (refused application 24/03036/PACOU) to 6 couple ‘style’ rooms which could mean more vehicles entering and leaving the site.  There are no defined passing places between the site and the junction at Goosard Lane which would mean motorists will have to reverse back to the junction when meeting traffic leaving the site.   

High Littleton Parish Council refer to the objection made by BANES Highways re refused application 24/03036/ADCOU – there have been no changes to the lane since this refusal.

2501.5 {TO RESOLVE] to consider and decide response to the B&NES site assessment for the local plan for housing needs 

Deferred.  Final meeting of the working group to be held on 8 February 2025 and comments to be brought to the February meeting for approval.  

2501.6 [TO RESOLVE] To consider and decide a Youth Project to be funded from reserves 

Deferred.  Councillors to consider suitable projects, including a location/site to be brought to a future meeting for consideration. The Council will consider how to obtain feedback from residents on projects they feel would work best for the parish youth.  

2501.7 {TO RESOLVE] to consider and approve 2025.26 budget and precept request for submission to B&NES 

Resolved to remove 3 items of expenditure (climate and nature, miscellaneous and streetlighting maintenance) to balance the budget and the budget was approved, with a precept request submission for 2025.26 of £40 500.  Any items not covered in the budget will be taken from reserves or CIL funds.

The Council noted the CIL funds held and the deadline for expenditure to be reported to B&NES Council.
