Minutes of the meeting of High Littleton Parish Council held on Tuesday 12 November 2024 7 pm. 

Councillors present 

K Fuglesang, C Lindley, S Gould, A Godwin, P Ghillyer, R Lane and M Whiting. 

Opportunity for the members of the public to speak (the public are asked to limit their address to 5 minutes with maximum time allowed 20 minutes). Please note that the Parish Council cannot make a decision on any item which is not on the agenda, but items may be put forward for a future agenda. 

Three residents attended to address the Council with concerns, including an increase in traffic, re planning application 24/03036/PACOU.

2411.5 {TO RESOLVE] to consider and decide response to the B&NES site assessment for the local plan for housing needs 

Deferred.  The Council agreed that the working group meet on 23 November 10 am to assess each site using the B&NES toolkit and a recommended response to be brought to the January meeting for agreement.  

2411.6 To consider and decide any action to take re dangerous road conditions ( ie mud on road) in the parish 

The Council agreed to refer to Ward Cllr A Morgan for advice.  M Whiting to lead.  

2411.7 [TO RESOLVE] To consider and decide replacement of expired defibrillator in Hallatrow and defibrillator in High Littleton due to expire May 2025 

Resolved in principal that the Council will replace expired defibrillators if B&NES will no longer install or maintain.  K Fuglesang to follow up on ownership of the expired Hallatrow defibrillator with B&NES. Any defibrillator purchase was agreed to be funded from CIL funds.  

2411.8 {TO RESOLVE] to consider and decide replacing the damaged bench on Scumbrum Lane  

Defeated.  The bench is in Farmborough Parish and is believed to have been installed by the Hunters Rest.  Clerk to contact both to advise of the damage.  

2411.9 {TO RESOLVE] to consider and decide including more detailed comments on the current financial position and the budget in the minutes and/or website 

Resolved that the annual budget be posted on the website once it is approved at the January meeting and to also publish a six-month budget report.  

2411.10 {TO RESOLVE] to consider and approve Quarter 2 (Jul – Sept 2024) accounts and bank statement 

Resolved to approve.  The Council agreed that K Fuglesang sign the accounts.   

2411.11 [TO RESOLVE] To consider and approve i) payments agreed during the 2023/24 financial year to be included in the 2023/24 CIL report ii) 2023.24 CIL Report 

i) Resolved to approve PAT tester for Share & Repair Cafe £295 renovation of Lychgate £4683.60  

play surface & swing seat for Recreation Ground £2708.33 and the relocation of footpath sign on Wells Rd £468.43  ii) Resolved to approve – Clerk to post on website and submit to B&NES.

2411.14 To consider draft budget for 2024.25 

The Council considered the budget and agreed to maintain the same level of grass cutting and sweeping subject to cost and requested the Clerk to revise the draft with a proposed 2025.26 precept of £40 500 and to remove the maintenance of Council assets budget line.

The Council noted that the guttering and fascias have been replaced.

  1. School Governors 

S Godwin to circulate report of meeting with Headteacher.  

  1. Grass and Cemetery  

R Lane to monitor grass in case an extra autumn cut is needed and to assess the moss on the footpath.  

  1. Charity of Mary Jones 

S Gould reported that he is now the Parish Council trustee and will become Chairman of the charity on 1 January 2025. 

  1. Parish Magazine  

The Council noted the Christmas edition with a colour cover.  

  1. Greyfield Wood  

C Lindley reported a request to strim both side of the wood has been made with the West side being cut so far.  

  1. Environmental Group  

R Lane reported 17 items at the last Share and Repair Cafe and a quiz on 29 November in the Scout Hall.  

  1. Parish sweeping  

Clerk to request contractor prioritise Scumbrum/Scobell Rise and Butlass Close.  

  1. Highway/footpath Issues  

The Council agreed to request B&NES to assess the footpath from Scobell Rise to Greyfield/Clutton Terrace.  P Ghillyer to liaise.  

  1. Transport/buses  

P Ghillyer to liaise with Paulton Parish Council on the route of the 2V bus which just misses High Littleton Parish.  

  1. Neighbourhood Plan 

S Gould reported that the 6-week consultation on the amended documents is underway. 

  1. Streetlighting 

No news/updates. 

  1. Rosewell Home 

No news/updates.  

  1. Church Farm 

No news/updates.  

  1. Councillor vacancies 

The Council agreed to include the vacancy(ies) in the next News & View editorial.  

  1. Hallatrow polling station 

No news/updates.  

  1. Village planters funded by Ward Councillor fund 

The Council noted that the £500 has been received.  

  1. Councillor lanyards – [TO RESOLVE] to consider and decide a design for a Parish Council Logo

2411.17 Correspondence 

[TO RESOLVE] to consider and decide resident request for a copy of the six-month budget report and for more detailed reporting re finances to Parishioners 

Resolved to approve the 2025.26 budget, which includes the six-month figures, once amendment have been made and agreed, to be forwarded to the resident.
