Parish Sweeper Scheme

The Clerk wrote to Mr G Ward to say that the footpath outside his house is not on the contract between B&NES and the Parish Council for the sweeper to clean, however the sweeper has been asked to sweep it occasionally. Mr J Shears informed the Council that Mr Ward informed him that the area in question is the old paved area by the Batch. The Clerk will ask the Parish Sweeper give extra attention to this area.

Parish Cluster Meeting

Mr Rex Brown (B&NES Cleansing Officer) has not got back to the Parish Councils as promised at the last Cluster meeting regarding the cleansing issues.

Parish Liaison Meeting

The Clerk informed the Council that the minutes from the meeting held 11th June 2008 are available. Plus the briefing notes from the 22 October 2008 meeting.

Items of interest from District Councillor

Mr L Kew provided the Council with a verbal report. Mr Kew asked the Council if they would like a regular visit from a representative of the Police. The Council agreed that they would like a visit.

Correspondence for Action:

Adoption of the Existing Dwellings in the Green Belt Supplementary Planning Document

The above document was adopted on the 6th October 2008. This relates to replacement dwellings and extensions to the existing dwellings in the Green Belt and supplements B&NES Local Plan policies HG.14 and HG. 15. This was noted by the Council.

Communities in Control: Real people, real power. Codes of conduct for local authority members and employees - Consultation

This is a follow on from the amended Model Codes of Conduct 2007. It is asking questions (set out in the document) regarding proposed changes. This was noted by the Council.

Start Precept discussion by tabling initial draft budget

The Clerk provided the Council with the first draft of the budget sheet for their review.

Review Clerk’s Pay

The Clerk requested that the Council increase her salary as from the 1st November 2008 to the next pay scale LC29. At present this is £23,749 pro rata. This is an annual salary of £9,628 -  £185.15 per week. Mr P Wyatt proposed that the Clerk’s salary is increased to pay scale LC29. This was seconded by Mr R Hitchens and unanimously carried.

The Clerk asked the Council to increase her office allowance to £10.00 a week from £8.00. M P Wyatt proposed that the clerk’s office allowance is increases to £10 per week .This was seconded by Mr R Hitchens and carried unanimously.

Carol Singing Committee - Grant request 

The Clerk informed the Council that the Carol Singing Committee has requested the Council grant the Committee £15 for sweets for the Children at the carol singing service. Mr P Wyatt proposed the £15 is awarded to the Carol Singing Committee. This was seconded by Mr R Hitchens and carried unanimously.

For Payment:

The following cheques were approved for payment November 2008:-

Clerk’s pay and expenses; Sweepers’ pay; The Post Office - Tax and National Insurance; Cam Valley -membership renewal

Matters Chairman considers Urgent

Ms Jo Brain (B&NES Community Liaison Officer) emailed the Clerk with a view to meet the Council and explain her role. The Council agreed that Mrs Brain could attend the January 2009 meeting.

The Clerk informed the Council that a representative from the Council has been invited to attend a tree planting ceremony to celebrate the 60th Anniversary of the Universal Declaration of Human Rights. The Clerk was requested to ask if Dr I Hale would like to represent the Council.
