Parking matters ·
Parking on The Clerk
received a reply from Ms Angela Carr (Somer Housing). Ms Carr has sent a
map showing the Somer boundary, houses and B&NES adopted highway. Ms
Carr wishes to know exactly the area we are referring, as it may also be
B&NES responsibility. The Council indicated the area on the map. The
Clerk to pass on this information to Ms Carr. ·
Land/Lay-by north
of Eastwood Close, High Street The Clerk
wrote to Mrs D Miley (B&NES Head of Parking) to ask for an update.
Mrs Miley replied
that Mr Peter Bailey has been replaced by Mr Mike Weston during this
change a number of items have not been progressed. Mrs Miley confirms
that there is no money for this financial year. The proposed drawings
were presented to the Council. The Clerk was requested to write to Mrs
Miley that the Council agree to the drawings and to ask if the waiting
restrictions can be the same as those outside the Post Office. Mr P Wyatt
read to the Council a letter from a parishioner in 3.

met with Mrs Jo Brain (B&NES Environmental Services) to discuss the
Council’s request for three new bins and the replacement of the High

has returned the completed claim form to Zurich Municipal 7. Planning
Peer Review Final Report Mr N
Pearson reviewed the Planning Peer Review Final Report. Mr Pearson
provided a brief summary of the report and recommended that the Council
stress their support for productive consultation with Parish Councils. 8.
Christmas Tree The Clerk
informed the Council that Somer 2000 have agreed to dress the Christmas
tree for £196.00 plus VAT. Dr I
Hale proposed that the Council accept the Somer 2000 quotation of £196.00
plus VAT to dress the Christmas tree in December 2008. This was seconded
Mr K Marshall and carried unanimously. The Clerk
informed the Council that B&NES can provide a 6 metre Christmas tree
for £225 (no VAT). Mr R Hitchens
proposed that the Council agree to accept B&NES quotation of £225
(no VAT) for the provision of a 6 metre Christmas tree. This was
seconded by Mr N Pollett and carried unanimously. 9. Youth
Service The Clerk
wrote to B&NES Councillor Christopher Watt stating that the Parish
Council is disappointed that he did not reply to the Council’s first
letter asking if the mobile youth bus will be revisiting the village. No
news. The Clerk was requested to check his address and to inform B&NES
Councillor Francis Haebering that the Council are having difficulty in
contacting Councillor Watt. 10. New
licensees in the Old Station Inn This matter
was discussed at the Parish Cluster meeting. The High Littleton and
Hallatrow Parish Council requested that Parishes are notified of new
licensees. The representative of Development and Control agreed to
consider informing Parish Councils in addition to Ward Councillors. 11. Yellow
sheeting outside Bookbarn (illegal signage question) The Clerk
asked Development and Control for guidelines regarding the display of
signs who advised the Clerk to download a large booklet from a website.
Mr R Hitchens will review the booklet. The Clerk was requested to ask
the B&NES duty officer of the legality of the black and white sign
at White Cross. 12. Review
Financial Regulations and Standing Orders The Clerk
informed the Council that these have been updated with the Internal
Auditors recommendations. Mr R
Hitchens proposed that the Standing Orders and the Financial Regulations
remain unchanged. This was seconded by Mr K Marshall and carried
unanimously. 13.
December meeting – request from Clerk for a revised date The Clerk
asked the Council if the December meeting could be put back to the 15th
December. Mr R Hitchens believes this will clash with the Carol singing.
Mr K Marshall said he would confirm this.

Allotments
The Council
discussed the member of the public’s concern with the tall trees
behind the allotments. The Council felt that they can not do anything
about the matter Recreation
Ground Mr P Wyatt
read to the Council a letter from a resident of Butlass Close that the
gate remains unlocked and dates provided. The Council discussed the
matter. The Clerk was requested to write to the resident stating that
the matter has been brought to the attention of the Recreation Ground
Committee and that the Council feel powerless to act further on the
matter.
