Minutes of the Meeting of the Parish Council held on Monday 11th
December 2006.
Two members of the public were present.
Dr Ian Hale 1Eastwood Close, High Littleton and Mr Ken Staplin Maybee Cottage 38 Rotcombe Lane, High Littleton expressed their interest in the position of Councillor for High Littleton and Hallatrow Parish Council.

The minutes were signed by the Chairman as a true record, two amendments.
Under agenda item Safer Walking the following bullet point shall be added, “We discussed Mrs Cornwell’s earlier comments; they were noted by the Council. We would look into the lighting of the signs.
Under Public Footpath CL 11/24, “Cole” shall be replaced with “Curtis”.
Dr Ian Hale and Mr Ken Staplin expressed their interest in acting as a Councillor for the Parish of High Littleton and Hallatrow. Mr P Wyatt proposed that both Dr Hale and Mr Staplin be co-opted as Councillors. This was seconded by Mr R Hitchens and carried unanimously. Dr Hale and Mr Staplin signed the Acceptance of Office in the presence of the Proper Officer. They were provided with a copy of the Code of Conduct and Declarations of Interests form to sign.

Mr N Pearson informed the Council that the B&NES Local Plan is available for inspection. Mr R Hitchens informed the Council of the contents of the representation form for the Proposed Modifications 2006 which has been forwarded to B&NES.

The Council requested that the Clerk write to planning services for an update on
the construction.
The Council are not
aware of a planning application for the construction of a barn on this property.
The Clerk notified B&NES Development Control. Mr Morgan Baynham (Senior
Enforcement Officer) emailed the Clerk and stated that it is possible to have a
large shed

1. Safer Walking
Mr P Wyatt and Mr L Kew have a meeting with Mr Mike Weston (B&NES
Traffic Engineer) on the 12th December 2006 to discuss the costing of
the speed restriction signs. The Council requested that Mr Wyatt inform Mr
Weston that any extra cost is covered by B&NES Traffic and Safety
Department.

The Clerk received a letter from Mr and Mrs Biggs which outlines their
concerns and provides suggestions to rectify the problem.

Highways Related Matters
The Highways
maintenance sheet was updated.
Mr R Hitchens reported to
the Council that the handrail on the bridge had been repaired. To be removed
from the agenda.
The Clerk wrote to Mr Colin Hudson (B&NES Public Rights of Way
Officer) informing him that the Council request that the laminated signs are
installed at each end of the permissive path and at regular intervals along the
path and that footpath users are informed of the situation. The Council also
request that the path is maintained by B&NES. No reply. The Clerk was
requested to chase.
Mr R Hitchens measured two keyhole stiles in Hallatrow. The circle
measured 11/12 inches in diameter. The pinch measured 6/7 inches. The Council

The Clerk wrote to B G Swallow to inform him that he had been awarded
the work to repaint the bus shelter on the High Street at a cost of £230
inclusive of VAT. Mr Wyatt reported to the Council that B G Swallow will start
the work in the New Year.
5. Youth Amenities
The Clerk wrote to
Ms Eli Connah (B&NES Mobile Project Worker) for a log of costings and more
detailed progress on the Parish’s young people involved in the D of E scheme.

Safer Walking to be added
Marcom has
designed the new template for the Website. Ms Williams will install the template
at a later date.
7. Christmas Tree
The Clerk was
requested by the Council to thank the Woodland Trust of the supply of the
Christmas Tree.
8. Bus Time Tables
– Hallatrow
The Council
requested that the Clerk to write to First Bus for the seconded time to request
acknowledgement to the first letter the Clerk wrote asking that Hallatrow be
added to future timetables and for timetables to be installed in Hallatrow.

Public Liability Insurance to possibly cover Annual Carol singing at the

Mr K Marshall
agreed to be part of the Annual Carol Concert sub committee. Mr Marshall
supplied the Council with the minutes of the sub committee meeting held on the 6th
December 2006. The Clerk notified Zurich Municipal that the Council requested
the Carol Concert gathering be scheduled under the Council’s Public Liability
Insurance.

The Trustees met
held on the 6th December 2006. Mr P Wyatt provided the Council with a
verbal report.

Mr P Wyatt on
behalf of the Council thanked Mr K Marshall for painting the Lych Gate.
